Lyn
is the Vice President for Policy and Analysis at the Mississippi
Technology Alliance (MTA). MTA is state-sponsored non-profit organization
with a mission to champion science and technology-based economic
development for the state. Lyn’s responsibilities include
the annual publication of the Mississippi Innovation Index. First
published in 2002, the Innovation Index presents data on 24 indicators
of progress for activities contributing to developing a dynamic
technology life cycle in Mississippi. The Innovation Index also
presents the Mississippi’s 8 Innovation Goals. The Innovation
Goals matrix displays 10-year targets, baselines and annual performance
levels for activity along a continuum from basic research to commercialization,
business development, industrial productivity, technology workforce
development and investment capital.
Prior to joining MTA, Lyn served for 10 years as an organizational
development consultant for the Center of Higher Learning, at the
John C. Stennis Space Center. At CHL Lyn provided organizational
design and development, strategic planning, and performance measurement
support to federal agencies at Stennis Space Center, and Mississippi
state agencies and academic institutions. Lyn received her Ph.D.
in International Development from the University of Southern Mississippi;
her dissertation research entitled “R&D Policy and Economic
Growth: Factor, Externality and Silver Bullet” provides empirical
evidence for the link between venture capital and university R&D,
using trend data from 50 US States. Lyn received
her Masters in Organizational Psychology from the University of
Alabama, and a BS in Psychology from Troy State University. Dr.
Stabler lives with her husband and three children in Bay St. Lo
uis, Mississippi.
